PMGSY contractors to cease work on all scheme projects

TURA: The All Garo Hills PMGSY Contractors’ Union (AGHPCU) has decided to cease all work on PMGSY projects in view of non-payment of their pending bills for works already completed.
“We will not entertain any National Quality Monitor or State Quality Monitor to come and inspect our work. As per our understanding of the project guidelines and agreements, the PMGSY projects are World Bank funded projects with strict guidelines for the implementation of the projects. We the contractors have been adhering strictly to the project agreements but the government has failed to honor the agreement regarding the payment of our bills,” the union claimed.
The contractors alleged that part payments of meager sums not even amounting to 20% of the total bill amount was being paid to them which amounts to a breach of the contract agreement by the Government.
Earlier, the union had wrote to the Secretary cum Empowered Officer of the State Rural Roads development Agency in Shillong and the President of the National Rural Roads Development Agency while also sending a representation to Meghalaya Chief Minister which all came to naught and failed to evoke any satisfactory answer or a solution.
Meanwhile, stating that the situation arising out of the delay in the payment of their pending bills was not beneficial to anyone, the contractors have urged the government to solve the issue once and for all.
“We urge that the state government intervene so that there are no losers in the situation. It should ensure that such delays do not happen in the future as development projects are also affected,” the union said.
