By-elections to vacant KHADC, JHADC seats to be delayed

SHILLONG: By-elections to six KHADC and one JHADC seat may be delayed further as no time frame has been fixed by the Councils for holding the polls.
Even before the announcement of the by-polls, some political parties have already decided whom to field as their candidates.
However, unlike the vacant seats in Assembly, there is no time period of six months fixed to hold by-polls in the Councils.
Six seats fell vacant in the KHADC and one in the JHADC after the State government gave nod to the Bill prohibiting holding of dual posts (MDCs) by the MLAs.
Though the earlier date scheduled for holding the by-poll was in April, the State government is yet to the take a decision in the regard.
An official source said on Monday that since varied views were raised by the legislators in the just concluded Assembly session on the issue of dual post, the State government is in a dilemma on whether to wait for the final verdict of the High Court on the matter before deciding the date for holding the by-polls.
Earlier during the Budget session when the matter came up, there were differences of opinion on who will conduct the polls as KHADC CEM P.N. Syiem had made it clear that the State government should consult KHADC before going ahead with allotting funds to hold the polls.
The vacant seats in KHADC include those of H.D.R. Lyngdoh (Nongspung- Sohiong), Sanbor Shullai (Laban-Mawprem), Ardent M Basaiawmoit (Nongkrem), K.P. Pangniang (Rambrai-Jyrngam), Metbah Lyngdoh (Mairang-Nongkhlaw), Brolding Nongsiej (Mawthadraishan) and Stephanson Mukhim (War East constituency of JHADC).
