SHILLONG: The state Law Department is still examining the lacunae and various queries raised by Union Home Ministry related to Village Administration Bill (VAB) of KHADC.
After the Union Home Ministry recently sent back the KHADC VAB to the Law department, the latter is yet to send its observations to the Ministry as it required proper scrutiny.
An official source said on Friday that the Law Department is still examining as many as 12 queries raised by Home Ministry which found many lacunae in the Bill and hence sought further clarifications.
According to the source, besides examining many clauses in VAB which may came into conflict with the Constitution, the law department will also assess the impact of the Supreme Court ruling on the issues related to empowerment of headmen.
The state government had asked the KHADC to incorporate various suggestions in the VAB framed by KHADC.
While the Meghalaya Governor earlier had sent the VAB twice to the law department for further examination, the Union Home Ministry sent the VAB back once to the department after it was referred to the Ministry by the Governor. Earlier in February this year during his meeting with the headmen, the Chief Minister Mukul Sangma said that the state government had referred the Bill back to KHADC for rectification of a few clauses which were likely to come into conflict with the provisions of the Constitution and added that the Council did not comply with the rectification resulting in state government sending the Bill to the Governor.
