State police constables not happy with steps taken for promotion

 SHILLONG: The Meghalaya police constables have expressed their dissatisfaction and frustration on the steps being taken by the IGPs/ADGPs/DGP for promotion. The constables allege that this has happened due to regular changes in the promotion policy with the changes of leadership (IGP/ADGP/DGP) in the department.

Since 1997, no constables are promoted to the rank of officers like ASI, SI etc. The constables allege that last time it was in 2001, when the then IGP (TAP) R Mehta and the present ADGP had declared the name of 144 constables to appear for promotion examination at PTS but that never materialized due to involvement of senior officers in “Ill practice” for which the department abolished the post of ASI.

Again in 2007, Anil Pradhan called the name of only graduate constables to appear for limited departmental promotion examination which took a backseat, too as he was removed from Meghalaya Police due to his involvement in the infamous jailbreak case.

This was the time when some undergraduate US / constables came forward to express their dissatisfaction and frustration.

The constables allege that the present ADGP (TAP) vide Message No. TAP/F-227/2/3730-3731 dated September 13, 2011 has called nomination of only graduate constables.

This move of the ADGP (TAP), the constables allege, will affect their regular duties and will promote indiscipline within the constabulary.

This has already affected the department after the elimination of ASI posts and with the implementation of cadre course, the constables allege that some inspectors have even filed court cases, too.

Due to this, there is large-scale indiscipline seen today among police personnel on the roads and elsewhere.
