SHILLONG: Most of the government departments are not intimating the legislature about the suo motu explanatory notes on audits, the Comptroller and Auditor General (CAG) has pointed out in its report on State finances.
CAG reports have been commenting on Government finances since 2008-09.
In July 1993, the Public Accounts Committee (PAC) instructed all departments to submit suo motu explanatory notes within a month of the presentation of audit reports to the State legislature.
The administrative departments were required to take suitable action on recommendations made in PAC reports and submit action take notes to the Assembly Secretariat in six weeks.
CAG said it tabled its audit reports from 2008-09 to 2014-15 before the legislature but most of the departments did not reveal the suo motu explanatory notes on the audit observations.
Asserting that the State Government should look into the matter and ensure proper action on audit observations in a time-bound manner, CAG said, “Audit reports can achieve the desired results only if they can evoke positive and adequate response from the administration itself.”
On the other hand, the CAG report on social, economic, general and economic (PSUs) sector reveals that as of March 2016, 16 departments, including civil and Public Works departments, did not submit suo motu explanatory notes on 18-paragraphs and five performance audits included in the audit reports (social, economic, general and economic sector) for 2011-12 to 2014-15
The report added that at the end of March 2016, 614 inspection reports involving 2,970 paragraphs pertaining to period 1989-90 to 2015-16 were outstanding.
