SHILLONG: The appointment of 11 casual employees in the KHADC has been termed as ‘highly irregular’ by the enquiry committee constituted by the council to probe the matter.
The enquiry committee comprising S. Kharsyiemlieh, Judge of the District Council Court and S.B. Laitthma, First Class Magistrate of the District Council Court, observed that casual peons/cleaners should be appointed with the knowledge and consent of the Executive Committee.
The enquiry committee report, which was submitted to the EC recently, was tabled in the budget session of the council on Wednesday.
The report stated that the Accounts department had no knowledge of the appointments and as such no salary was prepared for the employees.
“W. Syiemlieh stated that he paid their salary from his personal account. Now, the question that arises is how and from where did the then secretary get the money for payment of these 11 casual employees,” the report said.
The report mentioned that “the appointment of the 11 casual employees was not regularised during Syiemlieh’s tenure, thus implying that the established procedures were not followed while giving the appointments.
