Probe into Raj Bhavan scandal

SHILLONG: The Meghalaya State Commission for Women has consulted Advocate General B.P Todi on whether it can take any suo motu steps to have a probe into the murky affairs of Raj Bhavan.
The Chairperson of the Commission, Theilin Phanbuh, said the opinion of the Advocate General was that since the new Governor has assumed charge, the former Governor does not have any protection or immunity.
The Article 361 of the Constitution speaks about protection to the President and Governor.
As per Section 2, “No criminal proceedings whatsoever shall be instituted or continued against the President,  or the Governor of a State, in any court during his term of office.”
Section 3 also states that “no process for the arrest or imprisonment of the President, or the Governor of a State, shall be issued from any court during his term of office”.
Phanbuh said a call regarding instituting a probe may be taken by the Commission on Monday.
