Govt places scrutiny panel report before HC Education scam

SHILLONG: The government on Thursday placed before the High Court of Meghalaya the copy of the High Level Scrutiny Committee on the recruitment for appointment of assistant teachers in government lower primary schools in the State in 2009-2010.
The education scam case which took place when Ampareen Lyngdoh was the Education Minister came up for hearing after the Supreme Court recently referred the matter to the High Court. The High Court during the first hearing on Tuesday had directed the Advocate General to place the Scrutiny Committee report.
During the hearing on Thursday, the Advocate General BP Todi placed the Scrutiny Committee report of July, 29, 2013 before the High Court and made a submission that as regards the other factual aspects, the present officers in the Education department have tried to collect all the information.
He said as per the report of the Committee, primarily in the five centres at Shillong, Jowai, Ampati, Tura and Dadenggre, 268 appointments were found to be questionable or tainted.
According to the Advocate General, it was found that out of 268, 17 of them had not been appointed due to non-availability of vacancy and one had already resigned; and of the remaining 250, further 4 resigned whereas services of other 246 were terminated.
Todi further submitted that 114 persons were retained in service at the five centres and 3 were appointed later at the Shillong Centre, as they were found eligible but were not selected earlier.
Todi informed the Court that these five centres at present carry 248 vacancies.
Counsel, K. Paul made a submission that he is representing some of the earlier selected candidates, who had filed a case in the Supreme Court.
According to Paul, while services of some of these candidates were terminated, some others are still continuing.
However, to put the entire matter on record, Paul proposed to file appropriate applications and proceedings in the Court within a few days.
Botht the advocate general and Paul sought for some time to file necessary affidavits in the Court.
The matter has been listed for further hearing on April 27.
