Amendment to benefit schools run by religious bodies

 SHILLONG: Education Minister Prof RC Laloo has informed that the Union Government would be tabling an official amendment to the Right of Children to Free and Compulsory Education (RTE) Act, 2009 in the upcoming Winter Session of Parliament, seeking amendment to the School Managing Committee (SMC) of aided schools managed and administered by religious institutions.

“We have received an official communiqué from the Union Ministry of Human Resource Development (HRD) about this official amendment over the constitution of the SMC in schools managed by religious institutions,” Prof Laloo informed on Wednesday.

As per the proposed amendment, the SMC constituted under Sub section (1) of Section 21 in respect of school established and administered by minorities, whether based on religion or language, shall perform advisory function only.

“With the proposed amendment, the SMCs of such school shall not be required to prepare School Development Plan under Section 22 of the Act,” Laloo said.

Meanwhile, Prof Laloo said that the Union Government has brought this official amendment in response to the Resolution passed by the State Assembly to consider Amendment to Section 21 of the RTE Act, 2009 to exempt the provision relating to the constitution of SMC of schools aided and administered by religious institutions.

“I would be going to Delhi to meet Union Parliamentary Affairs Minister Pawan K Bansal before the Winter Session to impress on the need to expedite the passing of this proposed amendment for the successful implementation of the RTE Act in the State,” the Education Minister added.
