SHILLONG: The website of Hynniewtrep National Youth Front (HNYF), Hnyf.co.in, was launched on Tuesday by former HNYF member and present Independent MDC Latiplang Kharkongor.

The HNYF was formed on the foundation to implement the Instrument of Accession (IOA) between the indigenous people of the state and the Indian Government.

Speaking on the relevance of IOA, John Kharshiing chairman of Federation of Khasi States pointed out to the various conflicts between the laws passed by the Central government and the District Council and highlighted on the role of traditional institutions with emphasis on Village Administration Bill (VAB).

Citing examples, he referred to two resolutions passed by the State Assembly in the year 2000 to exempt Forest Conservation Act, 1980 due to its conflict with the United Khasi and Jaintia Hills Autonomous District (Management & control of Forest) Act 1958.

The second resolution also passed resolution that sought an exemption from Coal Mines (Nationalisation) Act, 1973.

“The state Assembly passed the two resolutions and called for a need to invoke Para 12A of the Sixth Schedule of the Constitution of India,” he said.

He stated that the state was facing a dilemma even with the Mines & Minerals (Development and Regulation) Act, 1957 and has sought its exemption.

“India should understand that we are different. India should be able to accommodate our uniqueness” he said, adding that the launch of the website will make people understand more on IOA.

Meanwhile, president of Shillong Press club, David Laitphlang said that it was a red letter day for HNYF. He said  that the website should not be one way but it should provide space for an interface.

Speaking as chief guest, Latiplang Kharkongor while referring to the IOA said, “We need history to back us up while we look at weapons to protect the indigenous community.”

“We will not compromise on issues and make people  aware of indigenous people’s history,” he added.
