Council violates Rules; no replies to admitted questions

SHILLONG: The chairman of the Khasi Hills Autonomous District Council (KHADC), LG Nongsiej, informed the House on Friday that the 20 questions in all were received during the session out of which only 12 questions were answered which works out to 60 per cent of answered queries.
Congress MDC and leader of opposition in the KHADC Manstudy Nongrem, pointed that he has not received replies to questions that were admitted and which are pending since the February and June sessions of the Council.
“What is the reason that till date there my questions have not been answered? The rule is being bypassed,” he said, while referring to Rule 60(A) of the Assam and Meghalaya Autonomous Districts Constitution of District Councils), Rules, 1951 on the matter relating to unanswered questions on the last day of the session.
The Rule states, “Replies to admitted questions which remain unanswered on the last day of the Session, shall, within three months thereafter, be circulated by the Executive Committee to the members concerned with copies to the Chairman, and such replies shall form part of the proceedings of the last day of that Session.”
In this connection, the Chairman has requested the Executive Committee of the People’s Democratic Forum (PDF) coalition led by suspended Congress member PN Syiem  to reply to the unanswered questions on time.
