No festival bonanza for deficit teachers in state

SHILLONG: The state government has ruled out the extension of the Fifth Pay Commission recommendations to deficit school and college teachers.
According to the government resolution on the recommendations of the pay commission notified on Tuesday, it was decided that the recommendations concerning teaching and non teaching staff of deficit institutions under the education department will be excluded from the purview of a committee to examine various departmental recommendations of the pay commission as ‘they do not come under the terms of reference of the pay commission’.
Deficit educational institutions are those run by the managing committees or private bodies, but avail the salary structure of government teachers except the pension.
Earlier, though the deficit teachers were not included in the Fourth Pay Commission recommendations, the government had made a commitment to extend the same facilities to them.
Allowances to be excluded in payment of arrears
As per the resolution, while the government decided to pay 40 per cent arrears in cash within the current financial year, the balance 60 per cent will be released in subsequent financial years.
“For the purpose of computation of arrears, pay, personal pay, if any, and dearness allowance as admissible from time to time will be taken into account while others such as house rent allowance, medical allowance, hill compensatory allowance, winter allowance and others will be excluded”, the resolution said.
