SHILLONG: The Congress party manifesto released by AICC general secretary C P Joshi on Saturday has promised to create of 3 lakh jobs, seed capital assistance to lakhs of farmers besides development of infrastructure including roads and water supply.
The manifesto assured that the development would not be done at the cost of the environment and ‘clean and green economy’ would be the motto of development.
The manifesto lays emphasis on making the cities most livable. While highlighting the achievements in the health and related sectors, the manifesto pledges to substantially increase the coverage of Mega Health Insurance Scheme. The manifesto also speaks about the achievements of the incumbent Congress government in providing a clean and transparent governance and lays emphasis on further measures to strengthen a first of its kind Social Audit Bill and enhance governance by setting new benchmarks.
Special focus has been given to farmers. Amongst many initiative proposed is a seed capital assistance to small and marginal farmers every agricultural season and this would benefit 4,00,000 farmers.
On education sector, the party manifesto says that 10 new private universities will come up under separate Acts besides a number of community colleges will be established for covering the gap in providing the vocational education.
The Congress Party has promised to provide a lump sum amount of Rs. 15,000/- as wedding assistance to orphaned girl child
On the major issue of corruption, the party says that the Congress government has enacted the Social Audit Act, to ensure transparency and accountability besides it also says that the Office of the Lokayukta was constituted under the Meghalaya Lokayukta Act, 2014.
