KSU’s Siejlieh unit files RTI

NONGSTOIN: Several ano-malies have been unearthed in implementation of Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in Siejlieh village of West khasi Hills district.

Responding to a RTI filed by KSU’s Siejlieh unit president D Wanniang, DM Suja vide a letter (No/NB/Genl/RTI-12/2010/13) provided a detailed information which brought to light several anomalies in regards to implementation of the scheme.

As per the data provided by the PIO, the MGNREGS has been implemented in the village since September 3, 2010 and about nine small projects ranging at the cost from Rs 50,000 to Rs.100, 000 have been undertaken by the Siejlieh Village Employment Council (VEC). Out of the nine projects, implementation one at the cost of Rs. 100,000 is undergoing.

The KSU team led by D Wanniang conducted a spot inspection of the projects completed in the villages on last Tuesday.

Out of these 25 working days being recorded in the labour sheet, MNRGES cardholders namely Hebiolin Myrthong, Kholostar L. Nonglait and Espringroy Myrthong of the said village informed the KSU team that they got payment for only 11 days. However, the labor sheet says the trio was allotted 25 working days.

Interestingly, the job card of one Hedingstone Marbaniang had expired on March 7, 2009, but the labour-sheet says he worked in the period between 3.9.2010 – 2.10.2010 and a sum of Rs 1200 was paid to his family members since he died a few years back.

Since October 3, 2010 till date none of these laborers were given any works or any money despite of the guidelines say a registered worker has to be provided with 100 days works within 365 days, otherwise the worker may also have the right to claim the authority for 100 days wages.

The KSU team found poor quality of construction of a pond created to provide safe drinking water.

The villagers complained both the VEC and AEC had been monopolizing all the schemes and no information was provided to doctor.

It is further learnt that the VEC and AEC forced some labourers to put their signature in the labour sheets for 25 working days and paid them Rs 100 per signature.
