Shylla denies role in Wahkaji road fund misuse

SHILLONG: The chief executive member of the Khasi Hills Autonomous District Council, HS Shylla, has denied reports of embezzlement of fund in the Wahkaji-Mawthabah road project.
Shylla showed reporters a copy of a receipt and expenditure for the road project up to February 5, 2008, when he was the CEM of the council.
“The total amount of money received was Rs 9,25,00,000. However, the total expenditure exceeded the amount received and an excess amount of Rs 4,64,796 was released taking the amount of expenditure to Rs 9,29,64,796,” he explained. “There has been no misuse of funds on my part,” he told reporters on Tuesday.
The excess amount was paid from the security deposit of the contractors.
There were expenditures for Hume pipes and carriage charge, construction of culverts for the pipes, construction of retaining wall, earth work, construction of bridges, consultancy charges, muster roll, bank charges, land compensation, agency charges, construction of subway, maintenance and supervision charge.
KHADC had undertaken the construction of 20 km road from Wahkaji to Mawthabah as per MoU signed between UCIL and KHADC on January 12, 2006.
In a letter by the UCIL to the KHADC back in 2008, it stated that UCIL had released a payment of Rs 9.25 crore against the progress of road construction.
Resolution against mining
Shylla also urged the state government to pass a resolution in the Assembly to stop uranium mining.
