No NOC given: Shylla wants border fencing work to stop

SHILLONG: KHADC chief executive member HS Shylla said on Monday the council has not issued NOC for border fencing and he would write to the deputy commissioner of East Khasi Hills to stop fencing work.
Speaking to reporters after meeting the members of the Coordination Committee on International Border (CCIB), Shylla claimed that the KHADC did not issue any no-objection certificate for fencing.
“The DC should stop border fencing and address the grievances of the public,” he said, adding that border residents are at a loss as the fencing is not from the zero line but it would be 150 yards from the border.
Pointing to Rule 41 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, the CEM said NOC has to be acquired from the district council.
“We have seen the harassment of the National Building Construction Corporation in which it went ahead with the international border fencing,” Shylla said. He reiterated that the fencing should be from the zero line but “the actual zero line is also not known which makes the matter of international fencing difficult”.
