NGOs demand scrapping of MCP Bill

JOWAI: Several NGOs in Jaintia Hills under banner of Joint Action Committee against Municipality in Jaintia Hills (JACAM-JH) have demanded scraping of the Draft Meghalaya Community Participation (MCP) Bill, 2011. Opposing the Bill, the JACAM-JH chairman said, “The Bill is proposed to hold municipal election in Meghalaya which was strongly opposed by the JACAM-JH and such election under autonomous area is unconstitutional as per of the Constitution of India”. He said the Bill would destroy the customary and traditional system of governance. It may be mentioned here that the government through the Urban Affairs Department is inviting views, comments, suggestions and opinion from citizens of the State on the Bill before it is enacted by the legislature. Demand: The Hynni-ewtrep National Youth Front (HNYF), Khliehriat circle, has urged the State government to take action against all private vehicles which plying as cabbies within Khliehriat sub-division. “We strongly supported the All Jaintia Youth Welfare Organisation (AJYWO) who has demanded stern action against private cars used as taxis in the area”, the HNYF-KHLT Circle, Lining Rymbai said.

It may be mentioned here that the administration in Khliehriat Sub-Division jointly with the District Transport Department has created new region for local taxi in Khliehriat and allotted around 300 permits to vehicle owners.

According to the HNYF, plying of private vehicles as taxis without any valid document has not only dented the revenue of the State government but also created inconvenience to the general public in the area.

“Incidences of kidnapping and rape were frequently reported from the area and many of such crimes were committed by drivers of those illegal local taxis”, Rymbai said adding the organisation condemned the recent incident at Ladrymbai in which a 15-year-old girl was kidnapped by a driver to an isolated place and attempted to rape her.
