Speaker asks members to maintain decorum

SHILLONG: Assembly Speaker Charles Pyngrope has taken exception to the unruly behavior of PWD Minister HDR Lyngdoh for banging on the desk during the budget session on Wednesday, He called upon the legislators to maintain discipline and uphold the decorum of the House unfailingly in future.

“A point of order has been raised whether the Minister or a member can thump his desk while replying or raising questions inside the House,” Pyngrope said on Thursday.

According to the Assembly Speaker, to cheer a Parliamentary victory, members of either side of the House are allowed to thump the desk, adding that this is allowed across all Democratic chambers in the world.

“I would therefore, counsel all members including the ruling side that while enjoying the acceptable Parliamentary freedom of thumping the desks to show a moment of triumph the same should not be used to express other emotive feelings,” Pyngrope said.

It may be recalled that the PWD Minister, after being criticized by legislator James K Sangma (NCP), vented his ire by banging on the desk on Wednesday.
