Health centres non-functional in WKH

 SHILLONG: Although the fiscal position of the State Government has always been questioned, yet five PHCs and four CHCs constructed in the state at a cost of Rs 12.84 crore but yet these health centres are not functional.

The comptroller and General in its report stated that the nine PHCs and CHCs construction was sanctioned by the Government between 2001 and 2009 at a total cost of Rs 12.07 crores

“These Health centres were completed between 2006 and 2010 at a cost of Rs 12.84 crores” the CAG report added.

As per the report, four PHCs in East Khasi Hills are not yet utilized due to lack of electricity and water supply, adding the two CHCs in Jaintia Hills district are also not utilized till date due to lack of electricity and water supply.The two CHCs in East Garo Hills and one PHC in West Khasi Hills are not utilized due to the same problems. According to report, the further scrutiny revealed that the District Medical and Health Officers of Jaintia Hills and East Garo hills has paid the MeSEB for the electricity connections for Nongbah and Dainadubi CHC in 2008 and 2009 respectively

“The MeSEB was yet to provide the service connections nor the two DM&HO ever pursued the matter with MeSEB,” the report added.

The report also stated that with regards to the five PHCs and two CHCs,the concerned DM&HO had submitted the required test to the MeSEB for preparation of estimate, but the MeSEB is yet to act on it and the DM&HO followed up the matter with the MesEB.

“Barring Nongbah and Dainadubi CHC, none of the remaining five PHCs and two CHCs had a water supply connection,” report added.The CAG also observed that the DHS,MI was yet to submit proposals to the Health and Family Welfare for sanction of staff for the Dainadubi and Mendipather CHCs though these facilities were completed in June 2009 and August 2010 respectively.
