High Court orders FSL report to be obtained

 SHILLONG: The sensational jail break episode followed by the alleged fake encounter of Fullmoon Dhar has taken a new turn on Monday with the Gauhati High Court directing the Inquiry Commission to obtain the Forensic Science Laboratory (FSL) report of the pellets extracted from Fullmoon’s body during the second post mortem which was conducted in November 2010.

The latest development came to light on Monday during a sitting of the Commission at the Secretariat here.

The Court has also directed the Jaintia Hills SP to collect the FSL report of the pellets recovered from Fullmoon and accordingly submit it before the Commission in the next sitting.

SCAMOD convener Agnes Kharshiing, who is an appellant, had earlier moved a writ petition in the Court questioning the order of the Inquiry Commission rejecting their prayer to call the FSL reports on the pellets retrieved during the second post mortem and calling the witnesses for further evidence.

Earlier on February 25 last, the Court had directed the State police to produce before the Commission the FSL report of the bullets extracted from the slain ringleader Fullmoon during the first and second post mortem examination.

According to the Court order, the FSL, Guwahati shall cooperate with the police officer in dispatching the FSL report to the Commission preferably within one week.

The next sitting of the Commission is fixed on July 10 where it will consider what steps are to be taken based on the FSL report.

The Commission which was constituted to probe the jail break and the fake encounter has seen several extensions with the latest coming in March this year when it granted four months’ extension to complete the probe.

It may be recalled that on May 31, 2009, seven under-trial prisoners led by Fullmoon Dhar had escaped from the Shillong jail. The next day, Fullmoon was killed in an alleged fake encounter while the others were re-arrested.
