SHILLONG: The Cabinet has decided to formulate rules for giving recognition to secondary and higher secondary schools in the State.

Briefing reporters after the Cabinet meeting, the Chief Minister Dr Mukul Sangma said on Wednesday that the rules will ensure proper regulation of schools which will in turn facilitate quality education.

The government will also notify the rules for views from the public.

Dr Sangma said that the rules formulated by the Education Department were aimed at making the sponsoring bodies accountable to fulfil certain parameters when they set up schools in Meghalaya.

There is mushrooming of educational institutions in the State with no restriction imposed on part of the Education Department.

As per the proposed rules, certain yardsticks are required to be fulfilled by the sponsoring bodies before setting up of schools in the State.

Qualification of teachers, proper infrastructure facilities in the new educational institutions and facilities for students to improve their

extra-curricular activities will be examined by the Education Department before giving recognition.

The rules will specify that the minimum qualification of teachers in secondary schools should be graduation with B.Ed and Master degree with B.Ed for higher secondary schools.

As per the rules, schools will be granted provisional recognition for three years as a first step before finally granting permanent recognition.

“We will not allow schools to come up in areas which do not have enough space. The schools set up at congested areas add to the traffic congestion in Shillong. But we will encourage sponsoring bodies to set up schools by following certain yardsticks”, Sangma said.
