SHILLONG: Khasi Hills Autonomous District Council (KHADC) Executive Member in-charge of Elaka department, Jambor War, said that Khasi Hills Autonomous District (Administration of Elaka) Act, 1991, will be strengthened.
Speaking to a section of reporters, he said there will be some amendments in the laws so that the system of administration will become systematic and organised.
He added that a special committee on Elaka administration has been set up to discuss on how to go about the amendment in the act and the committee will also look into any conflicts arising out of the laws framed by the central government.
The proposals for codification have been sent from 31 Himas, and the Governor has given his assent to the codified laws of 16 Himas, while pending assent with the Governor is that of 15 Himas. As many as 23 Himas have not sent their proposals.
Stating that the Elaka department is very vast, he informed that there are 54 Himas and Elakas, 17 Syiemship, three Lyngdohship, 33 Sirdarship and a Wahadadarship.
He said there is a need to codify the acts of the Hima as they are different from one Hima to another, while stressing on preserving the culture and traditions of the respective Hima.
On the other hand, when asked why the district council chose to appoint an acting Syiem, War said that since the full-fledged Syiem would be suspended on allegations of corruptions and while inquiry is still under way, the KHADC has to look for acting chiefs.
He also attributed the delay in appointing a full-fledged Syiem to the COVID-19 situation.
