UDF against implementation of tied grants in dist councils

SHILLONG, Jan 11: A delegation of the United Democratic Front (UDF) met the Khasi Hills Autonomous District Council (KHADC) Chief Executive Member, Titos Chyne, to apprise him of their grievances over the move of the government to allow the PHE department to implement the ‘Tied Grants’ or conditional grants from the 15th Finance Commission allotted to the Autonomous District Councils.
In a statement issued here, secretary of UDF and Congress MDC, Charles Marngar, said that the Council MDCs met the CEM to discuss on the decision of the government to allow the PHE department to implement the Tied Grants from the 15th Finance Commission.
He said that this decision of the government has affected the plans of the MDCs to implement certain schemes in their constituencies in terms of sanitation, drinking water etc, while
adding that the government’s excuse of allowing the PHE department to implement the scheme considering the Jal Jeevan Mission is unfounded.
He said that if there is any problem in implementing the scheme, the Ministry of Finance will not release the sum of around Rs 92 crore which includes Rs 45.50 crore as basic grants (untied) and Rs 45.50 crore as tied grants.
Marngar said that the government has to understand that the ADCs are autonomous bodies and that it cannot take any decision without consulting the respective Councils.
After hearing the grievances, Chyne has assured the MDCs that he will discuss the matter and do the needful.
