SHILLONG: The State Government is not totally adamant to the proposal of the KHADC in conducting MDC election next year as per the proposed delimited constituency.
Official sources on Wednesday informed that the State Government had in fact sent back the Delimitation Bill which was passed by the Council in 2008 with recommendations to further improved the Bill.
According to official sources, the delimitation bill is suffering some severe lacunae which must be rectified.
“We have sent them with a format on how to go about with the delimitation of the constituency. We would want the KHADC to do the delimitation in such a way so that the Deputy Commissioner would not face difficulty in conducting the election,” official sources said.
Official sources said that no doubt that the delimitation of the constituency in the KHADC is the need of the hour. “But we cannot haphazardly delimit the constituencies. There are some laid down parameters which require to be followed,” official sources said.
Informing that the State Government has no intention in delaying the approval of the bill, official sources said that it is for the KHADC to speed up the process to fine tune the bill at the earliest.
“The matter is lying pending with the KHADC,” official sources said.
Earlier, the KHADC had expressed their keenness to press on the State Government to approve the delimitation bill which would allow the Council to conduct the MDC election as per the new delimited constituencies.
As per the Delimitation Bill which was passed by the Council during monsoon session in 2008, sources said that the KHADC proposed to create one more constituency in Ri-Bhoi district.
Besides the four existing constituencies (Nongpoh, Jirang, Umroi and Mawhati), sources said that they proposed the creation of a new Umsning constituency.
For creation of the new constituency in Ri-Bhoi district, sources said that the Council is contemplating to make an adjustment by abolishing the Laban-Mawprem council constituency.
According to sources, the KHADC is planning to create Laban-Malki constituency and Laitumkhrah-Nongthymmai constituency.
As it stands at present, Laitumkhrah is a separate constituency while Malki is tagged along with Nongthymmai (Malki-Nongthymmai constituency), sources said.
