SHILLONG: National Human Rights Commission (NHRC) has issued notices to the authorities of East Khasi Hill district in connection with a case in which a man was allegedly forced to eat human excreta by the village dorbar which accused him of practicing witchcraft.

Taking a suo-muto cognizance of a news report on the incident at Mawryngkang village near Pynursla, the NHRC on Monday issued notices, returnable in four weeks, to the East Khasi Hills Deputy Commissioner Sanjay Goyal and Superintendent of Police M Kharkrang.

The Commission observed that the contents of the press report, if true, raise a serious issue of violation of human rights to live with dignity.

It was earlier reported that four girls of the village alleged that one Noping Khongsit used to appear in their dreams and frightened them with snakes.

Believing their statements, the local ‘dorbar’ declared him guilty of practicing witchcraft, held him responsible for scaring the four girls, and punished him by making him eat human excreta.

Earlier on Friday last, police had arrested the village head and two of his deputies for forcing Khongsit to eat human excreta.

Rangbah Shnong Kerini Khongit, his deputies — Rangbah Shnong Thwer Tynsong and village secretary Jwatbor Khongmalai, were arrested after they surrendered.

East Khasi Hills Deputy Commissioner had filed an FIR against the trio following the shocking incident.
