SHILLONG, June 8: KHADC Chief Executive Member, Titosstarwell Chyne on Thursday said the executive committee will not be able to reintroduce the Khasi Inheritance of Property Bill, 2021, during the summer session of the council scheduled to begin from June 19.
He said that the Select Committee is yet to compile its report after improving the content of the bill by incorporating views and suggestions.
He, however, said the EC would try to table the bill in the next session.
Chyne had earlier said that the committee would try to bring in the changes to be incorporated into the bill to make it better and legally sound.
The committee, headed by him, comprises the leader of the opposition, P.N. Syiem, Congress MDC Charles Marngar and former executive member Paul Lyngdoh.
The primary objective of the bill is to streamline the distribution of ancestral and self-acquired property.
“The objective of this bill has been misunderstood. It is not mandatory that all the children will get a share of the parental property. It depends on the will of the parents,” Chyne said.
In the Khasi matrilineal society, the parental property is traditionally awarded to the youngest daughter.
Chyne said there is no disagreement about the ongoing practice that the youngest daughter would get the entire share of the parental property. “But there are parents who divide the property among all the siblings. There will not be any problem in this system as long as the youngest daughter does not raise an objection,” he added.
He said that the Deputy Chief Executive Member, Gigur Myrthong would present the full budget in the upcoming summer session. The council had passed the vote-on-account for three months (April-June) in March.
