Opp to bring adjournment motion on ILP today

SHILLONG: The Autumn Session of the State Assembly commencing Friday will be short but stormy and may cause worries to the government. For, the Opposition will have a plenty of issues to put Mukul Sangma-led government on the mat, the most burning among them being ongoing stalemate over implementation of ILP system in the State.

With UDP assuming the role of main opposition party and its leaders attacking the Chief Minister and his government on various issues, it is certain that Dr Donkupar Roy-led party will leave no stone unturned to corner the Chief Minister during five-day session.

The UDP has announced that it would bring an adjournment motion on the issue of ILP on the opening day of the session.

“We are hopeful that Speaker Abu Taher Mondal would allow us to being the adjournment motion,” Meghalaya People’s Front (MPF) spokesperson Paul Lyngdoh told reporters here on eve of the session.

He said the MPF was yet to decide what would be its next step if the Speaker disallows the adjournment motion.

“We will meet on Friday morning before the session where we would decide whether the Opposition would stage a walk-out if the adjournment motion is disallowed,” Lyngdoh said.

Lyngdoh, who is also one of the working presidents of UDP, said the issue of including the Khasi language in the Eight Scheduled of the Constitution would also be raised.

Other issues which are in the Opposition agenda are deteriorating law and order situation in Garo Hills, demands of the school teachers, pathetic condition of the PWD roads across the State.

On the other hand, government will table the judicial inquiry report and the action taken report on the infamous Shillong jail-break during the session.

The preparation and tabling of the judicial inquiry report on the Shillong jail-break has taken a very long time considering the fact that the incident in which seven under-trial prisoners (UTPs), including Fullmoon Dhar, escaped from jail in 2009 had created a lot of sensation and suspense.

The first day of the session of the Meghalaya Legislative Assembly, meanwhile, is allotted for Government Business and the Speaker will announce the report of the Business Advisory Committee.

The Speaker will also announce the names of the members nominated by him for the panel of the chairman followed by laying of ordinances, orders, notifications, reports, rules and regulations.

Supplementary demands for grants and supplementary appropriation for the year 2013-14 would also be presented. Government bills, if any, would also be introduced on the first day.

The House will re-assemble on October 7 which has again been slated for Government business.

Private members’ business has been scheduled for October 8.

On October 9, voting on supplementary demands would be held up to 1:30 pm and will be followed by introduction, consideration and passing of the Meghalaya Appropriation (NO III) Bill, 2013.

Private members’ business and moving of pending motions, resolutions and bills (if any) would continue the next day.

The House will then go on a long break and meet again only on October 21 when President Pranab Mukherjee will address the legislators in the State Assembly.
