SHILLONG, Dec 18: The KHADC has announced that the Seng Samla (youth organisation) and Seng Kynthei/Seng Longkmie (women organisations) will become an integral part of the Dorbar Shnong once the Khasi Hills Autonomous District (Administration of Elaka) (Second Amendment) Bill, 2023 gets the Governor’s assent.
Speaking at a function here on Monday, KHADC CEM Pyniaid Sing Syiem said the objective of this amendment bill is to ensure that the Seng Kynthei/Seng Longkmie and Seng Samla are recognised by the council.
According to him, the role and function of the Seng Kynthei/Seng Longkmie and Seng Samla are not defined under any provision of the law.
“The empowerment of these two bodies will also strengthen the functioning of the Dorbar Shnong,” he said.
Earlier, the KHADC CEM had said that once of the amendment bill get the Governor’s assent, the Dorbar Shnongs will have the authority to constitute social vigilant committees (SVCs) which will maintain proper records of the people residing in the locality or villages and this would speed up the process of identifying people of dubious antecedents.
Syiem said this was necessary to keep a tab on people coming from outside and residing within the jurisdiction of the KHADC.
The Seng Samla, Seng Longkmie and the executive committee of the Dorbar Shnong will closely work with the Police department when it comes to dealing with the problem of drugs and other illegal activities.
Syiem has also said that they will define the rules to have two women members in the executive committee of each Dorbar Shnong once the Khasi Hills Autonomous District (Administration of Elaka) (Second Amendment) Bill, 2023, becomes an Act.
