Union alleges disparity in recruitment advertisement

SHILLONG, Oct 18: The Khasi Students’ Union (KSU) Employment Monitoring Cell (EMC) on Friday called on Art and Culture Minister Paul Lyngdoh, raising concerns over the recent advertisement for the post of Guitar Instructor at the State Institute of Arts and Culture.
The KSU, during the meeting, expressed dismay over the fact that a position, previously reserved for the Khasi-Jaintia community, has now been allocated to the Garo category, which they attribute to the flawed implementation of the roster system by the Personnel and Administrative Reforms department.
“How can there be 100 per cent reservation for the Garo category?”said KSU EMC chairman Reuben Najiar.
On October 14, the KSU had also met Secretary of the Personnel and AR department Cyril V. Diengdoh, regarding the advertisement issued on September 19. The advertisement listed a single vacancy for the post of Guitar Instructor, which was allocated to the Garo category.
According to Najiar, there are two such positions at the institute, with one already occupied by a Garo candidate.
“By default, the newly advertised position should be for the Khasi-Jaintia category, especially after the retirement of a Khasi employee. However, this has not been the case,” KSU EMC chairman said.
The KSU further questioned the implementation of the roster system, criticising the department for applying it retrospectively, despite previous assurances that it would be done prospectively.
“It is not acceptable that the department is implementing the roster system retrospectively. The Khasi-Jaintia category will be losing this post till 2040-2046 due to the retrospective implementation of the roster system,” Najiar added.
