SHILLONG, June 23: The Sirdar of Elaka Laitkroh, Pailastar Kharkongor, had the unique honour of inaugurating the newly constructed Block Integrated Development Complex in Khatarshnong Laitkroh C&RD Block on Monday.
The inauguration took place in the presence of Chief Minister Conrad K Sangma, along with MLAs Gavin Miguel Mylliem and Matthew Beyond Kurbah.
Speaking on the occasion, the chief minister reiterated the government’s commitment to involving community leaders and the public in key milestones of development.
“We believe that inclusive governance begins with participatory implementation. The inauguration of government assets by community leaders like the Sirdar reflects our vision to bring administration closer to the people and foster a sense of shared responsibility and ownership,” he said.
The newly inaugurated Block Integrated Development Complex is part of a broader initiative aimed at upgrading infrastructure in all 46 existing and 10 newly created C&RD blocks across Meghalaya. This initiative seeks to transform outdated and dilapidated rural administrative facilities into modern, functional, and citizen-friendly spaces.
“When we assumed office in 2018, we found many block offices in a poor state. Since then, we have adopted a mission-mode approach to improving rural infrastructure across districts. From repairing police stations and sub-division offices to sanctioning new DC office complexes, staff quarters, and multi-purpose halls—we are laying a stronger foundation for grassroots governance,” the chief minister added.
Reiterating the importance of citizen participation, he said, “We want the public not just to witness development, but to be a part of it. By involving local stakeholders in inaugurations of welfare schemes and infrastructure projects, we are promoting greater civic pride and accountability.”
This people-centric approach reflects a collaborative development model that recognizes the vital roles of traditional institutions, community leaders, and citizens in shaping the state’s progress.
