Think Tank warns of China’s growing civil-military AI ties

BEIJING, Sep 8: China’s deepening integration of civilian institutions into its military AI development poses a growing challenge to the United States, according to a report by the Center for Security and Emerging Technology (CSET) at Georgetown University. The report, based on 2,857 AI-related contract awards by the People’s Liberation Army (PLA) between January 2023 and December 2024, highlights how China is increasingly relying on non-traditional defense players—civilian companies and universities—to drive military innovation.
These civilian entities, many outside the traditional defense sector, are playing an increasingly “consequential” role in supplying AI technologies to the PLA. This shift is part of China’s broader “military-civil fusion” strategy, which seeks to modernize the PLA by 2035 and create “world-class” armed forces by 2049.
The report provides several examples of this collaboration. A Chengdu-based drone manufacturer supplied a full combat system to the PLA, a leading Beijing university was tasked with developing multi-drone coordination and targeting capabilities, and a remote-sensing company won contracts for virtual drone training and marine data visualization tools.
The PLA’s advances were also demonstrated during a military parade on September 3 in Beijing, commemorating the 80th anniversary of China’s victory over Japan in World War II. The event showcased AI-powered drones, laser weapons, and other advanced systems, underlining the military’s growing reliance on cutting-edge technologies.
The CSET analysts warn that China’s success in mobilizing its civilian sector to support military aims blurs the lines between commercial and defense industries, complicating U.S. efforts to balance national security with innovation and openness. The report stresses that this model may allow China to build a more agile and competitive defense industrial base compared to the historically rigid structure of its state-owned enterprises.
For U.S. policymakers, the report highlights a key dilemma: how to preserve the innovation potential of open research and commerce while protecting against the national security risks posed by a technologically advancing China with increasingly integrated civil-military capabilities. (PTI)
