SHILLONG, Sep 12: Assembly Speaker Thomas A Sangma on Friday announced the reconstitution of several Assembly committees following the election of their members.
Ampati MLA Miani D Shira has been elected chairperson of the Committee on Public Accounts. Other members of the committee include Rupert Momin, Lahkmen Rymbui, Balajied Synrem, Jimmy D Sangma, Dr Celestine Lyngdoh, Gavin Miguel Mylliem, Rupa M Marak, Sengchim N Sangma, and Brightstarwell Marbaniang.
The Committee on Public Undertakings will now be chaired by Charles Marngar. Its members are Jim M Sangma, Banteidor Lyngdoh, Pius Marwein, Subir Marak, Santa Mary Shylla, Sanjay A Sangma, Marthon J Sangma, Dr Mizanur R Kazi, and Heaving Stone Kharpran.
Mayralborn Syiem has been appointed chairperson of the Committee on Estimates, which comprises Arbinstone B Marak, Miani D Shira, Renikton L Tongkhar, Remington G Momin, Damanbait Lamare, Wailadmiki Shylla, Ronnie V Lyngdoh, and Gabriel Wahlang.
Chief Minister Conrad K Sangma tabled the Meghalaya Appropriation (No. III) Bill, 2025, authorising the withdrawal of up to Rs 830.04 crore from the Consolidated Fund of Meghalaya to meet expenditure for the fiscal year 2025-26.
Bills passed by House
The House also passed a series of legislations, including Meghalaya State Language (Amendment) Bill, 2025; Meghalaya Private Colleges (Promotion and Regulation) Bill, 2025; Meghalaya Private Medical Institutions and Private Universities (Regulation of Admission, Fixation of Fees and Reservation) Bill, 2025; National Law University of Meghalaya (Amendment) Bill, 2025; Meghalaya Decriminalization (Amendment of Provisions and Repealing) Bill, 2025; Factories (Meghalaya Amendment) Bill, 2025; Meghalaya Homeopathic Medicine (Amendment) Bill, 2025; and Meghalaya Town and Country Planning Act (Amendment) Bill, 2025.
Other legislations cleared were the Meghalaya Private University (Regulation of Establishment and Maintenance of Standards) (Amendment) Bill, 2025; Meghalaya Heritage (Amendment) Bill, 2025; Meghalaya Shops and Establishments (Amendment) Bill, 2025; and the Meghalaya Goods and Services Tax (Amendment) Bill, 2025.
As Forest and Environment Minister, the Chief Minister also tabled the annual reports of the Meghalaya State Pollution Control Board (2023–2024), the Meghalaya Biodiversity Board (2022–2023 and 2023–2024), along with the Comptroller and Auditor General of India’s report on State Finances for 2023–2024.
Deputy Chief Minister Sniawbhalang Dhar presented the annual reports of the Commerce and Industries Department, the Meghalaya Electronics Development Corporation Limited, and Shillong Smart City Limited for 2023–2024.
House adjourned sine die
On the concluding day of the Autumn Session, Speaker Thomas A Sangma adjourned the House sine die.
The week-long session featured extensive debates on key issues, including drug abuse, influx, education, water scarcity, and the government’s proposal to take over the payment of salaries for staff of the three Autonomous District Councils (ADCs) in the state.
