Model code of conduct hits contractors hard

SHILLONG: The prolonged model code of conduct has hit the contractors hard as they are not able to get the money even for the works done.

Moreover, in the name of model code of conduct, several central funds are also on hold with the finance department not releasing the amount.

Though the model code of conduct does not prevent the completion of ongoing works and the disbursement of remuneration for the works already done, the finance department has completely banned the disbursement of funds for the works which had already been completed citing model code of conduct.

The model code of conduct came into effect on March 5 when the Election Commission announced the date of polls. Though the election was held in Meghalaya on April 9, the model code will continue till May 12 which is the last day of polls.

An official source said on Sunday that though several bills were cleared by the departments of PWD works and buildings, the money meant for the contractors is still stuck with treasury especially in West Garo Hills.

The instruction from the Finance department was to put the money meant for the contractors in the current account in the treasury office. With this, the contractors are reluctant to carry on with the works to be undertaken in the coming days.

A few contractors also met West Garo Hills Deputy Commissioner Pravin Bakshi recently seeking his intervention.
