SHILLONG: The purpose of extending the tenure of GHADC is defeated with the State now is compelled to hold elections to GHADC pending the approval of the new NDA Government at the Centre to the various demands of ANVC.

It was on January 8 that the State cabinet extended the tenure of GHADC expecting that within six months the Centre will be able to ink the final peace pact with ANVC and ANVC-B.

The six-month period will end on July 8 and with less than a month to go for the election the state government is in dilemma as the extension of the tenure of GHADC has not paid any dividend.

The major demand of ANVC is to increase the seats in GHADC from the existing 30 to 40 and for this there will be further delay as the Parliament has to amend the Sixth Schedule of the constitution which will take a long time.

Another problem is that ANVC will not be able to take part in the election to GHADC since the organization is yet to be disbanded. The draft peace pact says that the organization will be disbanded only after the formal peace is signed and subsequently they can take part in the elections to GHADC. Taking part in the election to GHADC by the ANVC cadres is part of the peace pact.

An official source said that the Centre is yet to communicate with the State Government regarding the signing of the final peace pact with ANVC. It was in February this year that the cabinet committee on political affairs headed by former Prime Minister Manmohan Singh approved the peace pact with ANVC.
