CAG findings on MBBS students

SHILLONG: The CAG reported revealed that the State Government has failed to enforce bond conditions on the students who undertake MBBS courses under the State Government quota.

The report revealed that during the year 2003-2008, the Health and Family Welfare department sponsored 215 students for MBBS courses and all these students have completed their studies between 2008-09 and 2013-14

The report said that the Directorate of H&FW department furnished information in respect of only 194 students it has sponsored and no information regarding 21 students was furnished.

As per the information furnished by the department, 172 students have completed their course while three students each have either discontinued their course expired while remaining 16 are yet to complete their course.

According to report, of the 172 students who should have joined the Meghalaya Health Services and serve in a rural area for a minimum of five years, however only 95 joined the services and five more were waiting appointment under the Meghalaya Health Services whereas 67 students did not joined the Meghalaya Health Services

One student did not join the Meghalaya Health Service and in lieu paid the bond amount.

The report states that a scrutiny of records reveal that the department has not invoked the bond contention and initiated necessary action to recover the amount of Rs 6.70 crores due from 67 students who did not joined Meghalaya Health Services

The CAG report observed that the department did not have a monitoring mechanism to collect regular information about the students about students who have completed their course and to invoke the bond condition for students. The audit noted that the vacancies of doctors had increased from 5 percent as on March 31 2009 to of the sanctioned strength of doctors in the H&FW department to 21 percent as on March 31 2013

The CAG report stated that the matter was reported to the Government in December 2013 and reply has not been received as of now.
