State fails to settle pending defalcation cases

State exchequer loses Rs 2.14 crore

SHILLONG: A total number of 81 cases of misappropriation and defalcation involving the State Government which resulted a loss to the tune of Rs 2.14 crore to the State exchequer are recorded upto the period of March 2013.

This was revealed by the CAG report for the year ended 31 March 2013.

As per the breakup of pending cases, the report mentioned that there were a total number of 67 pending cases of theft which incurred a loss of Rs 109.57 lakh, while, there were 14 pending cases of misappropriation which incurred a loss of Rs 104.39 lakh.

While providing the age profile of pending cases, the report mentioned about the cases which were pending for more than 25 years.

As per the CAG report, 6 cases (0-5 years), 6 cases (5-10 years), 35 cases (10-15 years), 5 cases (15-20 years), 23 cases (20-25 years) and 6 cases (25 years and above) are pending.

Giving a detailed analysis indicating the reason for which the cases are pending, the CAG report revealed that there are 58 cases (awaiting departmental and criminal investigation), 8 cases (departmental action but not finalized), 14 cases (awaiting orders for recovery or write off) and 1 case (pending in the court of law).

Out of the Rs 2.14 crore, the highest amount of theft, misappropriation and losses of Rs 1.02 crore pertained to the Finance department involving two cases, while the highest number of theft cases and losses (58 cases) involving Rs 7.59 lakh were pending with the PHE department. “Analysis of pending misappropriation cases revealed that the cases mainly related due to theft and loss of Government material which remained unsettled with various departments for the period ranging from one to over 25 years. All the 81 cases were pending due to non-initiation of departmental and criminal investigation,” the CAG report stated.
