SHILLONG: Though Chief Minister Mukul Sangma advocates the need for transparency and accountability in governance and also highlights the benefits of Lokayukta and RTI, the government servants who are whistle blowers are harassed.
A case in point is that of suspended Junior Engineer, P. Mawkhlieng who had exposed that the Block Development Officer of Shella- Bholaganj had forced her and another official to sign the bills on the work which was never taken up.
The work relates to the black topping of the road to Dongwahlihuh Laitryngew -Dong Shyiap -Thangkarang and Mawmluh. The 1.28 km road was sanctioned for construction at an amount of Rs 32 lakh.
Instead of finding out the truth of the allegations, L Passah, Chief Engineer, PWD (Roads) has issued a show-cause notice to Mawkhlieng questioning her as to why she approached the media to air her grievances without the prior approval or permission from Government.
“This is in contravention of the Meghalaya Service (conduct) Rules”, Passah said.
Passah reminded the engineer that grievances should have been brought to the notice of the controlling officer or the appointing authority.
