SHILLONG: The Centre is yet to receive any letter from the State Government on holding talks with proscribed HNLC and also on the appointment of an interlocutor to facilitate the proposed peace talks.

“We have not got any letter from the State Government on the matter, Let them send we will see”, the Joint Secretary, Ministry of Home Affairs (MHA) in-charge North-East, Shambu Singh said over phone from Delhi on Sunday.

After the August 15 speech of Chief Minister Mukul Sangma, who offered a package for the militants who wish to come overground, the HNLC said that it was open for a dialogue with Government.

Later, the militant outfit on August 31 said that the State Government should appoint an interlocutor for peace talks within 24 days.

In the past, with the dwindling strength, based on the inputs from the home department, the Centre was not willing to hold talks with HNLC.

The Union Home Ministry is also in the dark about the State Government’s proposed financial package for the militants who wish to hold talks with the Government.

The Centre has also made it clear that it is not keen to hold talks with GNLA.

“The GNLA is more of a criminal group. How can we hold talks with them”, the official said.
