Laloo defends re-test decision by MBOSE

‘Regularization of services difficult without fulfilling NCTE norms’

SHILLONG: Deputy Chief Minister in charge of Education department, R.C. Laloo, on Sunday justified the MBOSE notification on re-test for those primary school teachers who did not have the mandatory 45 per cent marks, saying that the decision had been taken with the primary objective of helping those primary teachers whose service were yet to be regularized.

“With the implementation of the RTE, it has become necessary to fulfill the NCTE norms. Therefore, it will be extremely difficult to regularize the service of the teachers unless they fulfill the eligibility criteria as mandated by the NCTE,” Laloo said.

He also stated that the MBOSE notification means that those teachers who do not have the minimum qualification criteria of 45 per cent marks have now been provided with an opportunity to appear in the HSSLC examination to meet the eligibility criteria.

Laloo also stated that the State Government was going ahead with the implementation of the NCTE norms since it was committed to improve the quality of teaching for the overall interest of the student community.

Asked about the opposition from various teachers’ organization to the MBOSE notification, Laloo said,

“I will urge upon the teachers not to look at this decision with a negative mindset. We have taken this decision to improve the overall standards of education in the State.”

As per the MBOSE notification, primary school teachers who have been appointed on or after September 2001, but have not fulfilled the minimum qualification of securing 45 per cent marks in the Pre-University or HSSLC or its equivalent examinations are required to appear the HSSLC examinations 2015, to meet the eligibility criteria as specified by the NCTE. However, those teachers who have completed their graduation need not sit for the re-examination.
