BJP unearths misuse of Rs.27 crore

Itanagar:The BJP’s Arunachal unit on Thursday demanded a proper inves-tigation into the Rs. 27 crore misappropriation of funds under the centrally spon-sored Computer Aided Learning (CAL) scheme in the state Education depart-ment during 2009.

Addressing a press conference here the party said it had constituted a nine-member state level monitoring and vigilance committee (SLMVC), hea-ded by Tapen Siga, about six months ago.

The aim and objective of the Committee was to monitor implemen-tation of development activity by the state govern-ment through different centrally spon-sored scheme and also to highlight misuse of central fund allotted to various departments.

‘The huge amount of central money was either siphoned of or diverted by the successive Congress governments in the state,’ SLVMC chairman Siga said.

Mr Siga told the media that based on some com-plaints from the public, the Committee inquired into the mismanagement of fund for CAL programme under SSA and found the Rs 27 crore scam in the Education department. He said an MoU was signed on Janu-ary 10, 2009 for supply work of CAL. It was awarded to a firm, Arunachal Pradesh Man-power and Project Consultancy Limited, with-out floating any tender. The company was registered only three days before the MoU was signed, Siga disclosed.

As per the MoU, a total of Rs. 18,99,91,000 was to be paid to the firm on instal-lment. However, as per documentary evidences availed through RTI it showed that a total of Rs. 27,71,01,733 has been drawn through cheques, he added.

The evidences further pointed out that the CAL items and also appointment of facilitator or computer teachers was supposed to be supplied to 256 schools of Arunachal Pradesh. But, neither the CAL items nor the appointment of teachers was provided to most of the listed schools, Siga further informed.

Blaming a gross misma-nagement of the public money, state BJP general secretary Dominic Tadar demanded a proper investi-gation through an indepen-dent agency or the CBI, failing which the BJP will resort to state-wide agita-tion. (UNI)
