SHILLONG: The breakaway faction of the Achik National Volunteer Council (ANVC) has now decided jump into the poll bandwagon by planning to mobilize a democratic front ahead of the 2013 State election and organizing mass awareness on adult franchise and democratic rights.

The ANVC (B) has also declared a non-cooperation movement against the legislators of Garo Hills and GHADC chief PK Sangma.

In a statement issued here on Monday, the ANVC (B) said bandhs and other democratic protests have failed to make any impact on the Government and so the outfit will initiate mass awareness on adult franchise and democratic rights.

The outfit also castigated the lack of efforts and non performance of the Garo Hills based legislators, saying, “The elected representatives of Garo Hills do not consider Garo Hills issues as a matter of their concern.”

The outfit stated that the negligence of the representatives has inspired many youths to ‘opt for a change’ by joining revolutionary group since they have lost faith in their elected leaders.

It may be mentioned that the outfit had, earlier, given deadlines to the MLAs and the GHADC chief to work for the betterment of the Garo Hills.

The outfit also claimed that 2013 election will prove the stand of the Garo Hills youths as the present political lineup is about to face a drastic change.

The outfit also took a dig at the State Government while accusing it of violating the internal agreement signed between the two parties. “The Government must stop the back stabbing game and be sincere in its commitments,” the outfit added.

Collapsed reinforcement wall a worry for Lum Kartic residents

SHILLONG: Residents of Lum Kartic Lane – the lane that connects Laban Last Stop (opposite Ripple Side) with Harisabha and ultimately Laban Main Road – are living in a state of worry since a portion of the Municipal guard wall (reinforcement wall made of stone boulders) on which the lane is running, collapsed during the recent heavy downpour causing panic among the residents.

A resident of the area, SK Deb, said that the debris fell on his house which prompted him to seek intervention of the authorities.

Deb, in a letter dispatched in August, had apprised the Chief Executive Officer of the Shillong Municipal Board (SMB) about the collapse of the wall but the SMB is yet to initiate any action in this regard.

The local headman has also been apprised about the collapse of the stone boulder reinforcement wall leading to gradual erosion of the underneath earth, but in vain.

It may be mentioned that there are several residents who are dependent on the lane to go to Laban Last Stop or Harisabha and Laban.

“This lane has become unsafe for pedestrians since at any time the lane itself can go down since the stone boulder reinforcement has collapsed resulting in a deep void underneath this lane,” said a concerned resident of the locality.

With the Durga Puja celebration due soon, residents feel that accidents are imminent.

There are also other residents who fear that if the reinforcement wall is not repaired immediately then the situation may escalate further and the nearby houses would also be affected.

Residents have urged the local legislator to look into the issue without any further delay so that no untoward incident occurs in future.

J.K. Rowling told to stay away from village

Harry Potter author

J.K. Rowling, whose

first adult novel “The Casual Vacancy” shows herself proficient “at tossing out the F-word”, has been told to “steer clear” of the village she grew up in because her book heaps shame on it.

The Sun said Rowling’s novel portrays prostitution, drug abuse and political rows.

It is set in the fictional village of Pagford but is reportedly inspired by Tutshill in Gloucestershire where the 47-year-old Rowling spent her teenage years.

The writer described her teenage as “not a particularly happy time in my life”.

The book mocks the “snobbishness” of locals, and has infuriated the people still living there.

“It’s derogatory in the extreme and completely unfounded. I think the people of Tutshill are right to be most annoyed and distressed,” said Tutshill councillor Brian Thornton.

Asked if Rowling should come back to see what the village was like now, he said: “I think she ought to steer clear.”

Rowling, a mother of three, recently said she could not wait to get out of Tutshill.

Earlier, the nydailynews.com said Rowling shows herself proficient “at tossing out the F-word”.

A long passage in the book is devoted to an exploration of online porn by two teenage boys, and what the teenagers see “is described in extremely graphic terms”.

“Most of the language she uses to describe the naughty surfing is so dirty that we can’t repeat it in a family newspaper,” the website said. (IANS)

Afghan bomber kills 14, including 3 Nato troops

KABUL: A suicide bomber driving a motorcycle packed with explosives rammed his bike into a patrol of Afghan and international forces on Monday morning in eastern Afghanistan, killing at least 14 people, including three Nato service members and their translator, officials said.

The Taliban claimed responsibility for the blast.

The bomber struck a group of Afghan police and international troops shortly after they got out of their vehicles to walk through a market area in Khost city, the capital of Khost province, said provincial government spokesman Baryalai Wakman.

Six civilians and four police officers were killed in the blast, Wakman said.

Coalition spokesman Maj. Adam Wojack would only confirm that three Nato service members and their translator died in a bombing in the east on Monday, without giving an exact location or the nationalities of the dead.

The international military alliance usually waits for individual nations to announce details on deaths.

Most of the troops in the east and in Khost province are American.

Taliban spokesman Zabiullah Mujahid said in text messages to media that the insurgent group was behind the attack. (PTI)

NGOs seek PM’s intervention

Guwahati: Anguished at the spurt in killing of flood-hit rhinos near Kaziranga National Park (KNP), forty (40) non-government organisations (NGOs) working for environment and wildlife conservation on Monday called upon the Prome Minister Dr Manmohan Singh to intervene to save the rhinos in the World Heritage Site.

The NGOs also staged a sit-in demonstration in the heart of the Guwahati city to protest the unabated poaching of the precious one-horned rhinoceros from the national park and demanding better coordination among various agencies to safeguard the rhino.

In a memorandum dashed to the Prime Minister Dr Manmohan Singh, the NGOS demanded among others his intervention to ensure foolproof protection measures to save the gullible rhino from the poachers on the prowl in and around Kaziranga National Park, known as the abode of the animal species.

All the organizations spoke in unison against the incidents of poaching and lamented the complete failure of the existing system in the enforcement of law to ensure protection of rhinos in the KNP.

All the NGOs felt that there was a serious lacuna in establishing collaboration with the neighbouring Karbi Anglong Autonomous District Council (KAADC) authorities to provide protection to Kaziranga animals and intensify patrolling in the southern side of the Park bordering Karbi hills as well as along the riverine stretch to the north direction.

“The KNP authorities have not learnt lessons about the previous spell of poaching that took place in June 2012,” the NGOs stated adding the forest department has miserably failed to elicit support from the people of the fringe areas towards conservation efforts. “People residing in fringe areas of KNP must be taken into consideration through a participatory approach to facilitate fast gathering of intelligence to nab the poachers,” the organisations observed.

The following demands were raised by all the NGOs:

There should be building of adequate number of scientific highlands for shelter of flood-hit animal in the KNP ; strengthening the intelligence network system ; filling up of all vacancies of all frontline staff in KNP ; recruitment of locals as rangers and ACFs through direct recruitment from local people, establish better coordination with the KAADC and State Forest Department with particular emphasis on wildlife protection in the foothills bordering Kaziranga ; setting up of more anti poaching camps in Karbi Anglong properly manned and equipped : forest staff should be equipped with advanced equipment and arms ; the forest department and police department must properly pursue all cases against poachers pending at courts so that bail is not granted to poachers and to ensure high rate of conviction ; accountability should be introduced within the authority which is responsible for protection of our natural heritage ; setting up of a fund for follow up of poaching cases in the court; exemplary action should be taken against lapses on part of forest officers responsible for preventing rhino poaching ; the vulnerable area of concern where rhinos are being poached in Karbi Anglong should immediately brought under the jurisdiction of the KNP authorities; creation of an additional post of DFO for taking care of development and public relations ; all applications seeking permissions for scientific research for the ultimate well being of the park should be expeditiously processed ; setting up of a dedicated veterinary centre in the Park.

In another incident, a rhinoceros that possibly strayed from a sanctuary in Assam was guarded around the clock against poachers with a IAF helicopter requisitioned to airlift it to safety. The rhino was spotted by local people at Rani Chapori of Sualkuchi near Kamrup Rural district and was suspected to have strayed from the Pobitora Wildlife Sanctuary near Guwahati and washed downstream by the flooded river Brahmaputra, district administration sources said. Bad weather delayed the airlift while the tranquiliser gun was awaited. For its safety, the forest department, police, river police and the DC were guarding the animal since Sunday night against poachers. (with inputs from PTI)
