China, France pledge to deepen military ties

Paris: China and France have pledged to deepen relations between their respective armies during the 10th strategic dialogue between the countries’ defence ministries.

The two-day dialogue, held here earlier this week, was co-chaired by Deputy Chief of General Staff of the People’s Liberation Army of China Ma Xiaotian and Deputy Chief of Staff of the French Army Philippe Combes, reported Xinhua.

During the dialogue, the two parties discussed defence policies, regional security and international hot issues, as well as furthering China-France military relations.

The two sides agreed that the dialogue mechanism was favourable for deepening strategic mutual trust and broadening areas for cooperation.

The next round of the strategic dialogue will be held in Beijing in 2012. (IANS)

Over 35,000 drug users treated in China

Beijing: Over 35,000 drug users have been treated at 59 rehabilitation centres in China, authorities said.

The centres are exploring ways to help drug addicts break their habits, recover from psychological or mental problems and better integrate themselves back into society, said Chen Xunqiu, vice minister of justice.

In addition to treating addiction, the centres offer psychological consultation and vocational training to patients, Xinhua reported.

Altogether, these centres have about 7,000 beds, 202 doctors and 141 psychologists, with about 5,000 substance abuse patients currently receiving treatment.

The number of registered drug users in China neared 1.4 million as of the end of 2010, according to figures from the ministry of public security. (IANS)

US military chaplains free to perform same-sex marriages

Washington: US military chaplains are authorised to perform same-sex marriages in jurisdictions that recognise such unions, the Pentagon said Friday.

The new guidance took effect Sep 20, when the ban on openly homosexual or lesbian individuals serving in the armed forces – known as Don’t Ask, Don’t Tell – officially ended.

“A military chaplain may participate in or officiate any private ceremony, whether on or off a military installation, provided that the ceremony is not prohibited by applicable state and local law,” Under Secretary of Defense Clifford Stanley said in a memo released Friday.

“Further,” the memo added, “a chaplain is not required to participate in or officiate a private ceremony if doing so would be in variance with the tenets of his or her religion.”

Participation by military chaplains in a same-sex wedding “does not constitute” Defense Department support for gay marriage, the Pentagon said.

Same-sex unions are legal in Vermont, Massachussets, Connecticut, Iowa, New York, New Hampshire and the District of Columbia.

With the end of Don’t Ask, Don’t Tell, gay rights activists have set their sights on repeal of the 1996 Defense of Marriage Act, which defines marriage as a union between a man and a woman. (IANS)

Cole, Bieber in talks for new album?

London: Singer Cheryl Cole and teen sensation Justin Bieber are reportedly in talks to collaborate on new album.

Cole’s US management firm have started talks with Scooter Braun, who catapulted Bieber, 17, to fame.

“Cheryl is beyond excited about her new album and Bieber’s team are deep in talks with her’s to make a hit. They already see Cheryl and Will.i.am (Cole’s manager) as part of the family,” mirror.co.uk quoted a source as saying.

“Will’s got a vision for her album, and now the biggest and the best names are keen to be part of it. Usher and Will got together to make O.M.G – just think what they could do with their proteges,” the source added. (IANS)

La Toya to sing at MJ tribute

London: Michael Jackson’s sister singer La Toya Jackson will pay tribute to his late brother by performing at his tribute show.

La Toya has not sung in public since the 1990s, but she’s preparing to fly to Wales to join Black Eyed Peas and Christina Aguilera at the Michael Forever concert in Cardiff Oct 8.

“There will never be another magical moment such as this to celebrate Michael with his fans,” express.co.uk quoted her as saying.

La Toya wants to celebrate her brother’s legacy, and admits she’s looking forward to taking time out from attending ongoing Dr. Conrad Murray’s involuntary manslaughter trial. Murray is accused of administering the fatal dose of anaesthetic Propofol, which cost Michael’s his life in 2009.

“In speaking with my mother, I asked her where she thinks Michael would rather have us be – in this courtroom filled with negativity and lies, or on a stage celebrating his music, his legacy and his life. She said without a second of thought, ‘Celebrating his life with family and fans’. I am looking forward to putting on a great show and making my brother proud,” she said. (IANS)

Ian McKellen buys historic pub

London: “Lord of the Rings” actor Sir Ian McKellen has bought a historic pub which is said to have helped inspire author Charles Dickens.

The Hollywood actor is a regular at the historic pub “The Grapes”, and he lives just yards away from it in in Limehouse, east London.

He always harboured a wish to open a tea shop, and has partnered with theatre director friend Sean Mathias to purchase the riverside pub, reports thesun.co.uk.

“This is my local. I knew the licencee, Barbara Haigh, and she had been asking me for years whether I wanted to buy the pub, and I had always said no. Then she said she was retiring. It’s a huge asset to the area and there has been a public house on this site since the 1540s. Some people come a long way to visit The Grapes and others just step across the road,” said McKellen.

The 72-year-old, who played Gandalf in the “Lord of the Rings” trilogy, has already been pumping money to spruce up the pub. But admits he couldn’t have taken on such a challenge on his own.

“I couldn’t have done it by myself. If you mention to anyone you are buying a pub their face lights up. It’s a bit of a performance. We wanted to make some alterations without changing the atmosphere because it is so delightful and has been for centuries.

“A lot of the locals think of it as their own and that is partly why we won’t be making any violent changes,” he said.

The Grapes was immortalised by Dickens as The Six Jolly Fellowship Porters pub in “Our Mutual Friend” in 1864. As a youngster, Dickens was made to stand on the table and sing to customers.

The pub was built in 1720 on the site which dates back to 1583.

Now McKellen is trying to get a grip on the business of running a pub.

“I was in the restaurant and heard a diner say, ‘I didn’t expect sea bass to have the head still on.’ I said, ‘Would you like me to fillet it for you?’ And I did. I wouldn’t know how to change a keg but I have been behind the bar pulling a pint,” he said.

Seller Ms Haigh, 61, who has run the pub for the past 17 years, said before the sale: “Sir Ian is buying the pub with his own interests at heart, especially living close by.” (IANS)

AAGSU registers protest against ‘D’ voters tag

 Guwahati: Nepali-speaking Gorkha community in Assam is peeved at some of the members of the community being branded illegal migrants and some being marked ‘D’ (doubtful) voters.

The All Assam Gorkha Students’ Union (AAGSU) alleged that of late incidents of marking Gorkhas in Assam as ‘D’ voters or suspecting them as illegal migrants had been on the rise and demanded immediate intervention of the Prime Minister Dr Manmohan Singh through a memorandum.

Copies of the memorandum were marked to Chief Minister of Assam Tarun Gogoi, Leader of the Opposition in Lok Sabha Smti Sushma Swaraj, Chief Election Commissioner and Assam, Accord Implementation Minister Himanta Biswa Sarma and all DCs of the state.

Citing an instance, the AAGSU stated that recently a genuine Indian citizen, a resident of Tezalpati under Sootea police station in Sonitpur district Indra Bahadur Rai was served with a notice branding him as illegal Bangladeshi.

The AAGSU publicity secretary Nanda Kirati Dewan said, “The ‘D’ voters cases amongst the Gorkha community have gone abruptly high over the years and the genuine Indians have been harassed in the subject of proving their nationality time and again which is in bad vibe and is being operated by a organized group of police, politicians and corrupt officials who demand cash for removing the ‘D’ from the victim’s name in the voters list. We condemn all such incident in the toughest of words.”

He said Gorkhas had settled in Assam over two hundred years and such actions from the government were uncalled for.

The AAGSU threatened an intensive agitation throughout Assam if the issue was not addressed at the earliest.

Tripura demands to carry food grains via B’desh port

Agartala: The state government has demanded to declare Ashuganj port of Bangladesh as port of call for transporting food grains and essential commodities for Tripura and Mizoram.

In regional meeting of north eastern states at Guwahati yesterday, the state government officials urged union food and civil supplies minister K V Thomas to facilitate both the northeastern state for getting access to Ashuganj port considering their proximity with Bangladesh.

” Thomas assured us to taken up the issue with Inland Water Transport Authority of India and Ministry of External Affairs while Food Corporation of India has agreed with the proposal, as it will reduce transport cost, transportation delay and other logistic difficulties, ” said Food and Civil Supplies Secretary B K Ray. He, however, pointed out that FCI officials were asked to finalize the matter soon after discussing with IWTAI and all other concerned and added that most of the time Tripura and Mizoram faced inordinate delay in transportation of essential commodities because of high terrine in surface transport.

Earlier, Bangladesh had allowed ONGC Tripura Power Company to transport over dimension consignments for 360 MW thermal power project in Palatana of South Tripura through Ashuganj sea port.

Subsequently, 305 MT of steel consignment of a private enterprise had reached Ashuganj river port on Meghna River from Kolkata’s Haldia port through the riverine route earlier this week, which widen and brighten the scope of carrying essential commodities via Bangladesh port. Meanwhile, Tripura has also demanded an additional 10,000 MT rice every month following enhancement of ration cards against current allocation of 12,595 MT rice every months for Public Distribution System. CBI court convicts NF Railway officials

Guwahati: A CBI special judge has convicted three people, including two Northeast Frontier (NF) railway officials, in a case of favourtism that caused monetary loss to the NF Railway.

The CBI special judge sentenced the trio to two years rigorous imprisonment and a fine of Rs 10,000 each in its order yesterday, a statement said here.

The convicted NF railway officials are AN Borah, the then-Senior Stores Officer and R Sutradhar and a businessman Sashikant Agarwal. (UNI)

The CBI, Guwahati, had registered a case on November 29, 2000, against the accused a for showing undue favour to Sashikant Agarwal in procurement of 40 substandard hospital beds at highly exorbitant rate for NF Railway Hospital at Tinsukia in 1995-1996 and thereby causing considerable loss to the NF Railway.

The charge sheet was submitted on February 21, 2003, and the sentence pronounced yesterday after a trail of seven years. (UNI)
