Shillong: A day after KSU raked up the issue of manipulation of job cards by Village Employment Council (VEC) and the Area Employment Council (AEC) of Mawryngkneng, FKJGP on Thursday gave a new twist to the tale by saying out of the total amount allotted for purchase of materials to construct roads in that village under National Rural Employment Guarantee Scheme (NREGS) 10 per cent was deducted by the VEC and AEC.

Making this allegation, FKJGP’s Mawryngkneng Circle president Kynsai War said, “Previously, 10 per cent has been deducted even from wages of labourers. After intervention, the VEC agreed to stop this practice. But just recently they have again started deducting 10 per cent and this time, only from the materials’ cost.”

War, who is the also the member of the Village Monitoring Committee (VMC) and of the Dorbar Shnong, said, “Anomalies are rampant in implementation of the said scheme. Being a member of the VMC, I tried to bring several of these anomalies to light”.

According to the expenditure report for the year 2010-2011, it was noticed that the funds derived for implementation the scheme were diverted to purchase items like gum costing around Rs 600, pens for Rs 200, stamp for Rs 2500.

“They (Chairman and Secretary of the VEC) prepared this report in a hurry. It was noticed that fund was diverted somewhere else which could not be unearthed”, the FKJGP Mawryngkneng Circle president said.

It was learnt that after the chairman and secretary of the VEC received the fund from he office of the Block Development Officer, 10 percent was deducted by them and the remaining 90 percent were distributed to the respective Rangbah Dong of the 7 blocks of that village.
