SHILLONG: The KHADC Executive Committee (EC) has directed the Rilbong Kench’s Trace Welfare Association (RKTWA) to clarify over issuing of the residential certificates by the Association.

In a letter addressed to the RKTWA, the KHADC secretary W Syiemlieh has asked the association to clarify on the matter within a period of 30 days.

While informing that the Council had received a complaint from the Laban Community Development Society (LCDC) and also secretary of the Durbar Kench’s Trace, Oxford Hill and Rilbong alleging random issuing of residential certificates by the Association, Syiemlieh said as per custom and usages, the issuing of residential certificates for any intents lies with the respective Rangbah Shnong on approval by the Dorbar Shnong. “Therefore, issuance of residential certificates by any welfare or Association has no legal entity and is rather a clear violation of the existing Khasi traditional custom and practices,” the KHADC secretary said.
