lExecutive functions to be exercised through its Principal Secretary.

lCouncil to have full control over officers and staff.

lAnnual confidential report (ACR)s of officers to be written by the appropriate Council authority.

lACRs to be vetted by the concerned Executive Member.

lCouncil to make appointments for all posts under its control.

lCouncil will constitute a selection board for appointments to be made by it.

lCouncil may also make rules, with the approval of the Meghalaya Governor.

lOffices of DCs, SPs within Council jurisdiction will be under its control.

lGaro, to be official language, English will also continue to be used.
