SHILLONG:Ameising Luikham, belonging to Manipur-Tripura cadre, 1981, has joined as Secretary in North Eastern Council Secretariat, here on Tuesday.
He was Additional Chief Secretary, Government of Manipur. He has also worked in different capacities in different ministries of the Government of India.
