Nepalese population not to receive NOCs

SHILLONG: Complying with the directive of the KHADC, the members of ten Panchayats which are operating in the State have agreed they would no longer issue any residential or no objection certificates to the Nepalese population who are residing in their respective areas.

The members of the Panchayats gave this assurance after meeting the KHADC Executive Member in charge Elaka Lamphrang Blah in the presence of Advisory Committee chairman Latiplang Blah on Friday.

While speaking to newsmen, Blah informed that the members of the Panchayats have been summoned by the Council since they cannot constitute a Panchayats in areas which is under the Sixth Schedule.

“We have explained them that they should not intrude into the functioning of the Dorbar Shnong especially in the issuing of birth certificate, residential certificate and other such certificate. If they required such certificate, they should approach the Rangbah Shnong of their respective localities,” Blah informed after meeting the members of the Panchayats.

Blah also informed that the Council has issued a strong warning that if they found any Panchayats issuing such certificates in the future, they would be compelled to take drastic actions even as they would not hesitate to approach the court.

Meanwhile, Happy Valley Council president BS Rai said that the council of the Nepalese community was constituted right from the time when the State was under Assam.

“From now onwards, we have assured that they would only give our recommendations to the Dorbar Shnong for issuing of various certificates to our people,” Rai said while also assuring that they would no longer issued any kind of certificates which would meant an intrusion into the functioning of the Dorbar Shnong.

He however asserted that majority of the Panchayats were constituted more than 30 years ago while adding that there was never an occasion where they were prevented by any authority when it comes to issuing of various certificates.
