Probe indicts two warders

 SHILLONG: The departmental inquiry into the recent brawl inside the Shillong District Jail has revealed that the negligence on the part of two warders led to the clash that left eight under trial prisoners (UTPs) including GNLA chairman Champion Sangma injured.

Champion with four other inmates who sustained severe injuries in the brawl were rushed to Shillong Civil Hospital for treatment. Three other UTPs who received minor injuries were given first aid in the jail hospital.

Soon after the incident, the then Director General of Prisons Kulbir Krishan ordered a departmental inquiry into the incident. He had assigned the Assistant Inspector General (AIG) of Prisons MK Sangma to conduct a probe into the incident.

Sangma submitted his report to the IG Prisons on Monday.

It is learnt that the report blamed the jail staff for various lapses which led to the incident.

According to sources, one of the warders on that particular moment had gone out of the jail premises for a cup of tea while the other warder allowed the UTPs to come inside the high security ward where the GNLA chairman was kept.

Soon after the UTPs managed to sneak into the high security area, they started manhandling Champion.

The report has suggested for making an alternative passage from the high security ward to other areas inside the jail as presently the UTPs from the high security ward have to walk through the general ward to come to other areas of the jail.

The construction of the alternative road has already begun in April this year and the same is expected to be completed in a few days time.

The report has suggested for shifting Champion to a safer place (read other jail). It is also suggested that alarm bells should be installed inside the jail to send an early message to jail authorities about any clash inside the jail.

The report will be submitted to the State Government on Wednesday.
