Govt likely to approve KHADC delimitation bill

SHILLONG: The District Council Affairs (DCA) department is likely to give its approval to the Khasi Autonomous District (Constitution of District Councils) Rules, Amendment Bill, 2013, which was passed by the Khasi Hills Autonomous District Council (KHADC) on Friday last.

The Bill seeks to delimit the constituencies under the District Council ahead of the ADC elections in the State.

“There is no question of holding back the amendment bill since the KHADC has taken into considerations the various suggestions given by the District Council Affairs department to rectify the glaring flaws in the bill which had been passed in December 2008,” a senior government official informed here on Sunday.

He said that the Government is likely to give its recommendations to the Governor to give his assent to the bill.

When asked if the aggrieved parties who are opposing the decision to delete the Laitkroh constituency can move the court against the amendment bill, the government official said that since the legislative process was on, no one can file a petition before the court in this matter. “A petition can be filed only after the Governor gives his assent to the bill and it becomes an Act,” the official said.

Earlier on Friday, the KHADC had passed the Bill, amidst protest and walk-out by a section of members including Laitkroh MDC Carmel Sohtun (Independent) and Jaiaw MDC Adelbert Nongrum (KHNAM).
