SHILLONG: The State Government is contemplating to convene a special session of the State Legislative Assembly within this year to discuss the draft of the proposed Regulation of Landlord and Tenancy Verification Bill.
“We are expecting to be able to complete and notify the draft of the proposed bill within October 3 before making it available for public consultations and their views and suggestions,” Chief Minister Dr.
Mukul Sangma informed after a CLP meeting on Friday night.
He said that this public consultations exercise must be done in a proper manner by giving enough time for the people of the State to engage effectively so that their views and ideas, which are found necessary and appropriate, can be effectively incorporate into the final draft.
“This public consultation exercise shall be completed in a months’ time. The final draft bill would be completed and then with the approval of the Cabinet we would seek for a special session to discuss and subsequently pass the proposed bill,” Dr. Sangma said.
On the outcome of the CLP meeting, he informed that both the CLP and MUA-II have resolved that all measures which are being attempted by the Government should be completed within the given timeline.
“We have already received many valuable suggestions and they would be effectively incorporated in this proposed bill,” Dr. Sangma said.
Asked if there was consensus in the CLP on this issue, the Chief Minister replied that it was a conscious and collective decision. “All are confident and assured that the measures taken by the Government would prove to be effective in tackling the issue of influx and illegal immigration,” he added.
Meanwhile, the Chief Minister has asked the pressure groups, who are demanding the implementation of ILP, to give up their adamant and confrontational attitude, and focus on this given issue.
“We expect every pressure group not to indulge in destructive and violent activities which are illegal and criminal. They should not disturb the peace and normalcy of the State as this does not help the interest of anybody,” the Chief Minister said.
Dr. Sangma, however, remained silent on the issue of inviting the pressure groups for talks to end the stalemate.
